The Problem

The Challenge:

Clean up the water! - but of course this isn't as easy as it sounds

- There are no identifiable point sources of pollution, such as wastewater treatment plants or heavy industry.
- Land use is primarily rural, family-based agriculture operations.
- Most agricultural activies are on a floodplain prone to seasonal flooding.
- Many dairy producers rely on federal funding for manure storage improvements.
